ARTICLE 6 AND 18 [BASIC HEALTH AND WELFARE]


1. Provide information on:
  • Situation of the physically and mentally disabled child and the measures taken to ensure:-
  • Child's enjoyment of a full and decent life, in conditions which ensure the child's dignity and self reliance
  • Child's enjoyment of his or her rights without discrimination of any kind and prevention, elimination of discriminatory attitudes against him or her
  • Promotion of child's active participation in the community
  • Child's effective access to education, training, health care and rehabilitation services, preparation for employment and recreation opportunities.
  • Consideration given to the inclusion of disabled children together with children without disabilities in institutions, services and facilities, including with the education system.
  • Child's right to special care and steps taken to ensure the extension, subject to available resources, to the eligible child and those responsible for his or her care; assistance appropriate to the child's condition and to the circumstances of the parents and others caring for the child.
  • Whether possible assistance is provided free of charge
  • Measures taken to ensure effective evaluation of the situation of disabled children; development of a system to track and identify disabled children; establishment of monitoring mechanism; assessment of progress and difficulties encountered; targets for future.
  • Measures taken for adequate training for those responsible for the care of disabled children, family, community, within relevant institutions.
  • Measures taken to promote exchange of appropriate information in the field of preventive health care and of medical, psychological and functional treatment of disabled children including dissemination of and access to information concerning method of rehabilitation, education and vocational services.; measures taken by the state to improve their capabilities and skills and widen their experience in these area;
  • Children concerned including by type of disability, coverage of assistance provided, programmes and services - including education, training, care, rehabilitation, employment and recreation, financial and other resources allocated; disaggregated data by gender, age, rural/urban, social and ethnic origin.

2. What are the measures
  • To recognise and ensure the right to enjoyment of highest attainable standard of health and facilities for treatment and rehabilitation.
  • To ensure that no child is deprived of his or her right to access to such health care services
  • To ensure respect for general principles of CRC.

3. Provide information available about the measures adopted to identify changes which occurred since the submission of the State party's previous report, their impact on children, indicators used to assess the progress achieved in the implementation, difficulties encountered and any targets for the future - by child mortality, child morbidity, service coverage, data collection, policies and legislation, budget allocations, involvement of NGOs and international assistance?

4. Provide information on the measures undertaken:
  • To diminish infant and child mortality, indicate average rate, desegregated data-gender, age, region, rural/urban, ethnic and social origin.
  • To ensure the provision of necessary medical assistance and health care to all children including:
  • distribution of both general and primary health services in the rural and urban areas; balance between preventive and curative health care
  • information on the children having access to and benefiting from medical assistance and health care as well as persisting gaps - by gender, age, ethnic, social origin - and measures adopted to reduce disparity.
  • Measures adopted to ensure a universal immunisation system.
  • To combat diseases and malnutrition; application of readily available technology, provision of adequate nutritious foods and clean drinking water, taking into account risks and dangers of environmental degradation and pollution
  • Indicate overall situation, disparities, difficulties, policies to address them, priorities identified for future action, information should be provided including by gender, age, region, rural/urban area, social and ethnic origin:
  • Proportion of children with low birth weight
  • Nature and context of the most common diseases and their impact
  • Proportion of child population affected by malnutrition - chronic and severe - and lack of clean drinking water
  • Adequate nutritious food
  • Risks from environmental pollution and measures adopted to prevent and combat them
  • To ensure appropriate prenatal and post-natal health care for mothers indicating the nature of services provided, information given, coverage ensured, rate of mortality and its causes-by age, gender region, urban/rural area, social, ethnic origin
  • Proportion of pregnant women who have access to and benefit from pre- and post-natal health care, trained personnel and hospital care and delivery.

5. To ensure that all segments of society, particularly parents and children are informed have access to education and are supported in the use of basic knowledge of child health and nutrition, advantages of breast feeding, hygiene and environmental sanitation, prevention of accidents. Provide information on:
  • Campaigns, programmes, services, strategies, relevant mechanisms developed to provide basic knowledge, information and support to the general population, in particular to parents and children.
  • Means used in relation to areas of child health and nutrition, advantages of breast feeding, prevention of accidents
  • Availability of safe sanitation
  • Measures adopted to increase food production to ensure household food security
  • Measures adopted to improve system of education and training of health personnel
  • Disaggregated data - by age, gender, region, region, rural/urban area, social, ethnic origin.
  • Develop preventive health care, guidance for parents and family planning education and services. Also provide information on:
  • policies and programmes developed, services available
  • population covered - by rural/urban, age, gender, social, ethnic origin
  • measures adopted to prevent early pregnancy taking into account specific situations of adolescents, provisions of appropriate information and counselling
  • role played by the education system in this regard, including school curricula
  • disaggregated data on the incidence of child pregnancy - by age, gender, region, rural/urban area, social and ethnic origin.
6. Indicate the prevalence of HIV/AIDS and measures adopted to promote health information and education on HIV/AIDS among general population. Also provide information on:
  • programmes and strategies developed to prevent HIV
  • measures adopted to assess the occurrence of HIV infection and AIDS among both general population and children-gender, age, rural/urban area
  • treatment and management provided in case of HIV infection and AIDS among children and parents, coverage ensured nation-wide, in urban/rural areas.
  • measures adopted to ensure effective protection and assistance to children who are orphans as a result of AIDS
  • campaigns, programmes, strategies and other relevant measures adopted to prevent and combat discriminatory attitudes against children infected by HIV/AIDS or whose family/parents have been infected.

7.
