In view of the sensitivity of issue, MWCD may consult MHA in the matter at the first instance and put up the matter again before RAC with the views of MHA.

2.

Invest India Private Ltd., Noida

Study of the Social and Fiscal Impact of the Government of Madhya Pradesh Ladli Lakshmi Scheme.

 

The proposal is approved with a project period of 2.5 months and project cost of Rs.6,62,090/- and subject to the norms of Research Scheme.

3.

Gram Niyojan Kendra, Ghaziabad

Trafficking and Migration in Boarder Districts of India

( Bangladesh and Nepal).

 

The proposal is approved with a project cost of Rs.9,04,500/- and project period of 12 months and also subject to the norms of Research Scheme.

Wangjing Women and Girls Society (WWAGS) (Rural Development Services), Manipur.

‘Micro-Credit – A Profile of Successful Women Entrepreneurs in North-Eastern States’.

Proposal is approved with a project period of six months and the project budget of Rs. 4,61,055/-  also subject to the norms of Research Scheme..

APITCO, Hyderabad

Economic Impact of Child Marriage and Malnutrition

 

Proposal is approved in principle. The state of U.P. be dropped since there is a proposal also from Giri Institute of Development Studies, Lucknow on this subject. RAC observed that the Organisation should be advised to take a sample of 200 Households each in the proposed states of A.P., M.P., Rajasthan, Jharkhand,

Haryana, Bihar and Orissa. For Meghalaya and Tripura, the sample size of 100 Households for each would be adequate. Further, the respondents have to be both women and children instead of only malnourished children as envisaged in the proposal of the Organisation.

 

The Research Division may, therefore, ask the Organisation to submit a revised proposal. The revised proposal should also indicate the districts to be covered in the proposed states for the study. In case of enhancement in the budget of the project on account of revised sample size of the study, the matter be finalized in consultation with IFD.

Giri Institute of Development Studies, Lucknow.

It is observed that no proposal has  been submitted to the Ministry by the Institute for consideration.

D. NEW PROPOSALS FOR SEMINARS/ CONFERENCES

1.

Indian Council for Child Welfare, New Delhi

Two day National Consultation on Early Child Care and Child Survival

The proposal is  regretted since the event is over.

2.

Women Power Connect, A 1/125,Safdarjung Enclave,

New Delhi

Awareness on Selected Acts Concerning Women

 

The proposal is observed to be relating to awareness generation work and partly research work for preparing material for seminar. The Committee feels that for awareness work, the Organisation may approach CSWB. Since the awareness strategy focuses on training/orientation mainly of its own staff, funds for this purpose, therefore, cannot be considered by the Ministry. For the research work, the Organisation should make a separate and proper proposal for consideration of the Ministry.

The proposal is, therefore, not approved.

3.

Prayag Manav Kalyan Evam Vikas Samiti, Allahabad

National Seminar on Gender Discrimination and Dimensions of  Socio-economic Participation in Rural India

Proposal is approved for holding a two day event with a grant support of Rs. 1,13,100/-.

4.

Osmania University College for Women, Hyderabad

National Seminar on ‘Women Empowerment in India- Issues and Challenges

The proposal is not approved since the event has already taken place.

E.

RESEARCH PROPOSAL FOR RE-CONSIDERATION OF RAC

1. Socio-Economic Research Centre(SERC), New Delhi Unpaid Work By Women in Urban Areas

RAC observed that this proposal had already been considered in its previous meetings held on 4.7.08 and 26.11.08. Lastly, RAC had considered the proposal for the second time and approved with a specific budget. Therefore, further consideration of RAC in this case is not required for this project on the yet another revised budgetary proposal from the Organisation. The second RAC approval was for  Rs 3,96,000/-  whereas the organization has projected revised cost of Rs.6,53,000/-.

 

The proposal for revision of cost for the third time is not approved.

F.

SEMINAR/CONFERENCE PROPOSALS FOR RECONSIDERATION OF RAC

1. TINNARI, Gurgaon National Consultations on ‘Education of Girls in India with Focus on Minorities and other Disadvantaged Sections’ Proposal is approved to hold a two day consultations with a grant support of Rs.1,98,300/-
2. Voluntary Institute for Rural Development, Angul, Orissa Workshop on ‘Female Feticide: Causes and Way Forward to Stop It’   Proposal is approved to hold a three day workshop with total  activity budget of Rs.1,61,400/-
3. B.C.M. College for Women, Kottayam International conference on Coming Together for Child Protection-An Insight into Child Sexual Abuse         The proposal is not approved since the event has already taken place.
4. International Women Film Festival Society of India, Kolkata 4th India International Women Film Festival-08 at Sri Fort Auditorium, New Delhi

RAC observed that a JS of the Ministry and reports received from IGNCA, New Delhi witnessed the failure of the Organisation in conduct of the activity as per the schedule for which RAC had earlier considered to support the event. Also, the Organisation has reported to have held the event at another place than the IGNCA for which  approval of the Ministry was not sought and they have also not submitted any detailed proceedings of the event to MWCD as were required to do so. The Joint Secretary of Women Bureau who was invited for the programme was also not informed of the change in the venue.

 

As such, approval of RAC dated 26.11.2008 for this event is reviewed and the same be treated as cancelled. Hence, no funds are required to be released in this case.
