                Sir,

      Sealed Tenders are invited on behalf of President of India for cleanliness and maintenance work in the Ministry of Women and Child Development for cleaning of  6 toilets and 35 rooms in 2nd ,3rd ,4th ,6th and 7th floors in Shastri Bhavan, 4 toilets and 11(Eleven) rooms in Jeeven Deep Building ,3 rooms/Lab in Krishi Bhavan and onr big hall in Hotel janpath,as per details given in the Annexure-II. Terms and Conditions for the tender are given in Annexure-I. The interested parties may submit Competitive Bids/ Tender along with an Earnest money of Rs.25,000/- ( Rupees Twenty five Thousand Only) in the form of Demand Draft from any nationalized bank drawn in favour of Pay & Accounts Officer, Ministry of Women and Child Development. The quotations received without earnest money in the form of Demand Draft shall be summarily rejected without assigning any reason. The earnest money shall be forfeited if the contractor declared successful and withdraws from the offer or does not accept the work for any reason, whatsoever. The earnest money of the firm whose quotations are not approved shall be released only after the award of the contract to the successful tenderer.

 

2.             The firm should have at least five years experience in the field. They should  have undertaken similar works in at least five Govt. Departments/ PSUs. The firm should also be registered with the concerned authorities in respect of ESI,PF, Service Tax, Labour Licenses, PANetc.

3.             The Ministry reserves the right to reject any or all the Tenders without assigning any reason thereto.

 

4.             The quotations as per the above mentioned Terms and Conditions will be    accepted up to 3.00 P.M on 29.03.2010.The quotations will be opened at  3.30 P.M on the same day in Room No. 310-A Wing Shastri Bhavan, New Delhi. The authorized representative of the firms can remain present at the time of opening of quotations.

Annexure-I

Terms and conditions

 

  1. Security consideration:  The person supplied by the agency should not have any police records/criminal cases against them. The agency should  make adequate enquiries and certify about the character and antecedents of the persons whom they are recommending/engaging.
  2. Period within which the man power is to be supplied ; Within 5 days of award of contract.
  3. Demand Draft of Rs. 25000/- drawn in favour of PAO, Ministry of Women and Child Development, New Delhi should be deposited by the qualified contractor as security which will be refunded after the completion of contract.
  4.  The agency should submit the following togther with copy of documentary evidence in support of the each-Registration No. EPF Code No. ESIC CodeNo. Labour Licence No., PAN & TAN No., Service Tax No.,VAT No. List of clients.
  5. The competent authority reserves the right to cancel any or all the quotations without assigning any reason.
  6. The competent authority reserves the right to cancel the contract at any stage without assigning any reason.
  7. The service provider shall provide substitute immediately to any of its personnel, if they are unacceptable to the office because of security risk,incompetence,conflict of interest and breach of confidentiality or improper conduct upon receiving written notice from this office. This office may require the service provider to immediately remove from  the site of work any such person or persons, employed by the service provider and service provider shall forthwith comply with such requirements.
  8. The service provider shall not assign,transfer,Pledge or subcontract the performance of services without the prior written consent of this office.
  9. The service provider shall provide substitute well in advance if there is any probability of the person leaving the job due to his/her own personal reasons. The payment in respect of the overlapping period of the substitute shall be the responsibility of the service provider.
  10. The service provider’s person shall not divulge or disclose to any person, any details of office, operational process, technical know-how, security arrangement, administrative/organizational matters etc.
  11. The person deployed shall not claim any master & servant relationship against this office. Also,the service provider’s person shall not claim any benefit/compensation/absorption/regularization of service with office under the provision of industrial Dispute Act,1947 or Contact Labour(Regulation &abolition) Act,1970. Undertaking from the person to this effect will be required to be submitted by the service provider to this office.
  12. The service provider and its personnel shall contribute towards all the obligation towards EPF,ESI etc. which are mandatory as per government rules and regulation issued from time to time. The quarterly compliance in this respect shall be submitted to this office by the service provider.
  13.  The wages paid to outsourced  persons by the service provider should not  be less than the minimum wages prescribed by the Delhi Govt. from time to time.
  14. Penalty Clause: A penalty of Rs. 1000/-(Rs. One thousand only) per day shall be levied for not providing  the  on  any day..
  15.  The service provider will submit the bill in triplicate in the first week of the following month for payment.
  16.  Payment to the service provider would be strictly based on certificate by the officers/staff that the services  offered satisfactory.
  17.  The decision of this office in any matter relating to this contract shall be final.
  18.  This office reserves the right to accept or reject any quotation without assigning any reason.
